Review Panel on Residential Hall Education and Culture
Introduction
In May 2017, the Senior Management Team (SMT) of the University of Hong Kong invited Professor Ian Holliday, Vice-President and Pro-Vice-Chancellor (Teaching and Learning), to chair a Review Panel on Residential Hall Education and Culture. The six-member Panel assembled by Professor Holliday met for the first time on May 24, 2017, and pledged to complete its deliberations and report back to SMT by September 30, 2017. It formulated a consultation plan designed to make the review process as open and inclusive as possible. In addition to submissions made to this website, the Panel gathered data by holding town-hall meetings in all of the residential halls and in other parts of the University. It also reached out to key stakeholders, and for context reviewed international best practice.
The Panel submitted a report to SMT at the end of September 2017. At its October 26, 2017 meeting, SMT warmly welcomed the Panel’s 43 recommendations and sought to see progress made as soon as possible towards full implementation. It directed that the report be disseminated as widely as possible. The report will be discussed by the Committee on Halls and the Committee on Student Affairs, and their comments as well as those of SMT will be submitted together with the report to Senate at its March 2018 meeting.

Terms of Reference

To examine residential hall education and culture in the light of the mission, vision and core values of the University, with a view to recommending changes that may be necessary (including to existing rules and regulations, management structures and operational models) to enable the halls of residence to contribute as fully as possible to the achievement of the University’s educational aims.

Scope of the Review
Consistent with the terms of reference provided by SMT, the Panel explored the contribution of the residential halls to four key HKU values, each of which maps onto one or more of the six University educational aims for undergraduate students:
