Master
of Laws in Human Rights [LL.M(HR)]
The University of Hong Kong’s LL.M in Human Rights is the only such Masters programe in Asia. It was established at the Faculty of Law in 1999 to meet the increasing demand for practical and theoretical knowledge about human rights throughout the region.
The programme is led by Assistant
Professor Kelley Loper (Director).
Our goals are to equip practitioners who have some human
rights expertise with a thorough understanding of the
relevant international, regional, and domestic human
rights norms and how to use them effectively, as well
as to provide those who are just beginning a career
in human rights with new knowledge and skills.
Our teaching focuses on substantive and procedural international
law issues relevant to the practice of human rights,
but we also draw from international relations, history,
politics, philosophy, sociology and other disciplines
to ensure that law is understood in context. While the
Programme is truly international and encompasses human
rights developments around the world, we pay close attention
to issues that are most relevant to Asia.

The Programme has succeeded in attracting as students officials in key government positions, judges, lawyers, prosecutors, journalists and activists in human rights NGOs, as well as academics with a well-developed interest in human rights. We have had students from over twenty countries, most of whom return to their home countries in order to contribute to human rights promotion and protection. We maintain contact with our graduates and are proud to see how they have gone on to do wonderful work in human rights; some have become leading figures in their field. Our graduates are able to work effectively at the forefront of the promotion and protection of human rights and are part of the growing community working to improve the quality of human life within and outside Asia.

Our students are taught
by experts in the field of human rights.Academic staff who
regularly teach on the programme include:
Sir Y.K.Pao Professor
Tony Carty joined the Faculty in April 2009, from the Chair
of Public Law at the University of Aberdeen. Former Sir Y.K.Pao
Professors Yash Ghai and Hurst Hannum have been integral parts
of the Programme. Visiting professors have included Stephen
P. Marks from Harvard University teaching Economic Social
and Cultural Rights and Richard Cullen from Monash University
teaching Comparative Constitutional Law. Professor Raul
Pangalangan from the University of the Philippines and Professor
Deepika Udagama from the University of Colomba were visiting
professors in 2008. Other leading international lawyers regularly
participate in our programmes. For example, Asbjörn
Eide has taught on minority rights, Virginia Dandan has taught
on gender issues, Li-Ann Thio has taught on national protection
of human rights, and Henry Steiner has held a human rights
workshop. Students on the programme also have the benefit
of regular Rights
Talks hosted by CCPL. Our students
have been able to hear some of the world's most highly regarded
international lawyers, such as James Crawford S.C, the Hon
Theodor Meron, Serge Bremmetz and the Hon Judge Shi Jiuyung,
speak on topical issues, as well as human rights practitioners
from all over the world.
Students at the University of Hong Kong have access to several superbly stocked and equipped libraries, including the Lui Che Woo Law Library, which has a strong international and human rights law collection. |
